Contributing to the Modernization and Democratization of the Parliaments of Albania, Bosnia and Herzegovina, the Former Yugoslav Republic of Macedonia, Serbia and Montenegro.

IPALMO is the promoter, coordinator and organizer of the project initiated in late 2007 and that will be implemented during the year of 2008, financed under the guidelines of Law 84/01.
The project, supported by the partnership of Master in European Parliamentary Institutions and Constitutional History of the Faculty of Political Science of the University of Rome “La Sapienza”, commits to contribute to the democratization and modernization of the parliamentarian institutions of Albania, Bosnia and Herzegovina, the Former Yugoslav Republic of Macedonia, Serbia and Montenegro.
It is intended to provide the instruments for training and technical assistance to the parliamentary institutions of the beneficiary countries, valuing the experience and the best practices of the Italian institutions.
The initiative will develop in four phases. The first phase will establish direct contacts with the partners of the local parliamentary institutions and identify the participants of the first training courses.
A questionnaire will be submitted to the beneficiary partners with the intention of approaching the situation of each individual parliamentary institution in function of the set objectives.
In the second phase, a five-day course is expected to take place in Albania, the Former Yugoslav Republic of Macedonia and Montenegro, a six-day course in Serbia and seven-day course in Bosnia and Herzegovina. This will be organized with the partnership of the Master in “European Parliamentary Institutions and Constitutional History” on the grounds of a training module that will be able to be used in the individual parliamentary institutions.
There will be 20-25 participants in the courses in Albania, the Former Yugoslav Republic of Macedonia and Montenegro, 30 participants in Serbia, and 25-40 participants in Bosnia and Herzegovina. The third phase will take place in Italy with a six-day training course with five participants (including local coordinators) from Albania, the Former Yugoslav Republic of Macedonia, Serbia and Montenegro and seven participants from Bosnia and Herzegovina.
The first three days will take place in a classroom and the 4th and 5th days at the Chamber of Deputies, where seminars or meetings with the Parliamentarians and Members of the Inter-parliamentary Italian Union will take place. The 6th day, a visit to one or two electoral colleges is planned in the regions of Lazio, Campania or Tuscany. The phase in the classroom will be developed under the grounds of specific training modules produced by the “European Parliamentary Institutions and Constitutional History” from the Faculty of Political Science of the University of Rome “La Sapienza”.
Continuing to the fourth phase in Italy, the development of a final workshop for the duration of two days is foreseen with the participation of 17 people (three from Albania, Former Yugoslav Republic of Macedonia, Serbia and Montenegro and five people from Bosnia and Herzegovina) in which the experiences in the previous phases will be evaluated focusing on the inter-parliamentary themes, regionally as well as European. A final document will provide the results on the performance of each of the phases of the project with specific attention given to the different training experiences.
A summary of the situations of the individual parliamentary institutions will contain the indications of the most significant problems of the structure.
